EXTERNAL SOCIAL MEDIA POLICY OF THE MUNICIPALITY OF ASSISI
Use of Social Media
The Municipality of Assisi is present on the web through the following official sites:
www.comune.assisi.pg.it , which is the main source of information and communications for the public directed at citizens.
www.visit-assisi.it , which represents the primary source of information and communication related to the tourism promotion of the city.
The Municipality of Assisi also intends to be present on social networks, considering that their use by Public Administration falls under institutional information and communication activities, as per Law 150/2000 and Circular 2/2017 of the Ministry for Simplification and Public Administration. Social media channels are inclusive tools for information and participation, increasingly necessary for innovative and direct interaction with citizens and the community.
The official social media accounts of the Municipality of Assisi are spaces designed to promote participation, dialogue, and discussion, as well as to inform about services, activities, projects, institutional meetings, events, cultural initiatives, and the general institutional work of the Entity. It should be noted that these tools complement, rather than replace, traditional communication channels through which information is made available.

The external social media policy, defined in this document, explains to users the rules of behaviour to follow on the institutional pages created and indicates the types of content and modes of interaction expected in these spaces.
This social media policy applies to all institutional social media channels as defined above and to any new institutional channels that may need to be activated, with prior authorization from the institutional bodies and responsible offices.
Purpose
The Municipality of Assisi is present on social media to:
Inform about its own initiatives and institutional activities.
Announce events, cultural initiatives, and leisure activities.
Spread public utility news.
Communicate service information.
Promote the image of the city.
Communicate, listen to, and encourage participation, discussion, and dialogue with citizens and users, in the spirit of transparency and sharing.
Responsibility Each municipal department is responsible for managing the social media accounts activated on behalf of the Municipality of Assisi and the content of the communications distributed. Those responsible for publishing are accountable for the content posted within their respective areas.
Content Through the official social media channels of the Municipality of Assisi, information is provided regarding news, services, initiatives, events, and activities involving the Entity and promoting the city’s image. These social channels are also used to gather feedback and suggestions from users.
The content is prepared by referencing institutional sources, with the public interest of the topics being a key requirement. Communication should use a sober, polite, and accessible language for all. The content produced and published comes from the Municipality of Assisi unless otherwise indicated. Texts, photos, videos, and multimedia materials produced and distributed by the Municipality of Assisi, which do not feature recognizable people and come from the Municipality, are licensed under Creative Commons CC BY-ND 3.0 Attribution – No Derivative Works and can be freely reproduced with proper citation and reference to the original channel. For all content other than the above (e.g., containing images of recognizable people or coming from third parties), it is necessary to contact the respective owners, as the Municipality of Assisi does not have the right to make such content available to third parties.
The presence of advertising spaces alongside the content published on the official social media pages of the Municipality of Assisi is not under the control of the Entity, but is managed independently by the administrators of the individual social networks.
The official social media accounts of the Municipality of Assisi are monitored by staff assigned to these tasks or specifically designated by the Entity. The staff updates, responds to, and shares news and information related to the activities of the Municipality of Assisi, in compliance with the Code of Conduct for public employees as per Legislative Decree 165/2001, Presidential Decree 62/2013, and Presidential Decree 81/2023, as well as in adherence to the “Supplementary Code of Conduct for municipal employees of the Municipality of Assisi,” approved in its updated form by the Municipal Council Resolution No. 199 on 22/12/2022 and effective from 01/01/2023.
Personal data and other sensitive information will not be published by the Municipality of Assisi unless there are appropriate legal bases for doing so.
Moderation and Netiquette The official accounts of the Municipality of Assisi are generally moderated during office hours, with coverage during evenings or holidays if necessary.
Requests for information or user reports are evaluated and forwarded to the relevant offices or handled directly if appropriate and possible. Response times from the relevant offices may vary depending on the type of request or report and the procedure to be followed.
If a social media platform is not the appropriate tool to handle a request, the page/profile manager will inform the user of the proper procedure and offices to contact.
For reports, the following is recommended:
In case of danger or emergency, contact the appropriate emergency numbers (112 Carabinieri, 113 Police, 115 Firefighters, 118 medical emergency).
For issues concerning the Local Police of the Municipality of Assisi, call the operational center at 075/812820.

Users are advised not to make anonymous reports or post personal data about themselves or third parties, nor any other information that could identify individuals, as the publication of health-related personal data is prohibited.
Official social media pages are not official channels for collecting complaints or reports.
The institutional pages on social networks are public spaces for information and discussion, open to comments and opinions from everyone. All users have the right to intervene and express their opinion, and no prior moderation is foreseen. In general, users who subscribe to the official social media channels of the Municipality of Assisi must adhere to the Statement of Rights and Responsibilities that all members of social networks have agreed to.
Therefore, all comments and content deemed inappropriate, defamatory, false, vulgar, off-topic, spam, or potentially harmful to other users (e.g., viruses, harmful software, etc.) or to legitimate owners (in the case of posting copyrighted materials) will be removed.
Users are encouraged to follow common rules of good manners and netiquette in order to ensure a civil discussion and the participation of everyone.
It is possible to share opinions, suggestions, ideas, and criticisms regarding the entity’s activities using language consistent with the policy outlined here.
Comments and posts that violate the conditions set forth in this document will be promptly removed.
Specifically, contributions containing the following content will be deleted:
Insults, vulgar language, threats, defamatory content, personal attacks, any form of discrimination, and generally behavior that violates the dignity of individuals, the rights of minorities and children, or the principles of freedom and equality;
Comments or posts that include personal data or generally do not respect the privacy of individuals;
Content that violates copyright or the unauthorized use of registered trademarks;
Commercial solicitations and comments that support and encourage illegal practices or illicit activities;
Spam, posting links to external sites, and off-topic photos;
Promotion of products and commercial solicitations;
Content of an obscene, pornographic, or pedo-pornographic nature, or that offends public morals and the sensitivities of users;
Messages irrelevant to the posted topic (off-topic);
Political or propagandistic content;
Comments and posts written to disrupt the discussion or offend those managing and moderating the social channels, offend other users, or individuals mentioned in the main post or comments;
Repeated interventions or spam.
The Municipality of Assisi reserves the right to remove any content deemed in violation of this social media policy or any applicable law.
For those who violate these conditions, especially in the more serious cases, the Municipality of Assisi and the page administrator reserve the right to use a Ban or block, meaning to exclude the user’s access to the page to prevent further interventions, and to report the user to the platform administrators and, if necessary, to the authorities.
Privacy The processing of personal data of users is governed by the policies of the various social media platforms used. In any case, personal data and those belonging to special categories (political opinions, religious beliefs, etc.), contained in comments or posts within the Municipality of Assisi’s social profiles, may be removed. The publication of health-related data is strictly prohibited. Data shared by users through private messages sent directly to the structure managing the social media profiles will be processed in compliance with the data protection laws and the privacy notice as per Articles 13 and 14 of the European Regulation 2016/679, published on the Municipality of Assisi’s official website at www.comune.assisi.pg.it.
