According to the Franciscan scholar Father Michelangelo Bacheca, the building was the work of Mastro Vincenzo, who began its construction in 1616 and completed it in 1620.
The building has two levels: on the ground floor there is an elegant portico with round arches in the Renaissance style, and on the second floor there is a loggia that follows the underlying structure. A smaller third floor was later added to the central part of the building. It was built to accommodate the magistrates responsible for supervising the annual celebrations of the Pardon of Assisi and to provide accommodation for the ladies, who could not be taken into the convent, as it was cloistered.
Built for public purposes on the initiative of the Municipality and the Friars Minor of Assisi, the building still offers municipal information services today: more specifically, it is the home for a number of associations and for welcoming activities, shows and art exhibitions.
